Question : NE Transportation is a former Miami Dade Transit facility. They currently have two wash lanes. Which lane will the new wash be installed and does demolition include all equipment for both lanes? Do we want to keep guide rails in place to direct traffic or remove them accept where the new wash is located?  
Answer : We will use the bus wash tunnel on the right side of the photo. (Facing North).All equipment in the other wash rack to be removed by vendor including the guide rails, as per RFP. The vendor may use the guide rails on the right side and or any other equipment if applicable, otherwise will have to be removed as well. see attached file

Subject : Item D under technical requirements RDIF system activation 
Question : Availability of technology for all vendors. 
Answer : The RDIF system is an open system which is available through several different manufacturers. While the SunPass technology specifically is Proprietary, an RDIF system in general is not. Therefore, any vendor can propose this system and relay the cost of the system in their proposal. No vendor is precluded from submitting a proposal. Please keep in mind that this is a Request For Proposals, not a bid and differs in the fact that it is not a lowest qualified bid award.

Subject : Washes per hour. 
Question : How many washes per hour are acceptable? 
Answer : As stated by vendor, 4 to 6 vehicles per hour with a gantry system. The RFP call for 15 to 20 vehicles per hour. Spending 10 to 15 minutes per wash is unaccpetable and was not agreed upon at the prebid meeting and that is why this specification was not changed.

Question : Supply, and Install responsibilities 
Answer : It will be the responsibility of the proposer to supply the passive system to MDCPS, all necessary parts and equipment. MDCPS will be responsible for the installation. Since the size of the fleet was discussed at the pre-proposal meeting, which is approximately 3500, your proposal need to be based on that number.

Answer : There has been no violation of the Cone of Silence by any MDCPS employee.

Subject : Suitability of System for MDCPS 
Question : Vendor questions the suitability of a Washtronics System. 
Answer : Addendum 2 required a RDIF system which is an open system and available to any vendor to include in their proposal. Subsequent Addendum 4 specifically indicates that MDCPS is requesting a passive system which gives vendors the opportunity to be creative and propose any type of passive system. Reasons for changing this specification is for security reasons by which we want to identify the vehicle, verses the user and have no user intervention with the proposed system. What type of passive system is up to the proposer to decide upon and submit. As previously discussed in the Pre-proposal meeting, we are open to ideas provided it meets the required specs.
