Question : Section 11.g asks to identify third party as leasing companies. Section 12 iterated "no 3rd party lease forms". Will this contract will accept third party leasing companies? Will this contract allow the execution of a Third Party Master Lease Agreement that the subsequent purchase orders execute from? 
Answer : We will accept third party leases but will not sign third party leases. The Bid Award and Purchase orders received are the authorization to activate lease agreements.

Answer : 1. The Bid has 38 Pages. 2. There will be no Pre-bid Conference. 3. The requirements for each class are specified on the Acquisition Information and Description and Characteristics pages. 4. Estimated Bid Value is $3,500,000.00 5. The current expenditure for Bid 143-BB05 is $3,401,042.26 this includes purchases, leases, maintenance and supplies. Currently, Contract and Financial Services tracks 511 purchases, 62 36-month leases and 174 60-months leases. They exchanged 96 machines last fiscal year. This does not include the administrative offices and individual school purchases or leases.

Subject : Quantities per segment(Class) for your existing bid and current bid. 
Question : Can you provide the quantities per segment(Class) for your existing bid and if possible for your current bid. We need this info in order to get pricing from Canon Corporate in order to price out the different classes in the bid. 
Answer : The current bid has an estimated Bid Value of $3,500,000.00 based on the calculation of expenditures from the last bid. We do not know which class of machines will be purchased. The purchases are based on the day to day need of the schools and departments. The current expenditure for Bid 143-BB05 is $3,401,042.26 this includes purchases, leases, maintenance and supplies, this is on approximately 650 Purchase Orders. We do not have a mechanism in place to track quantities per segment(Class).

Question : How will these third party leases be accepted? I understand how they are activated. Will there be a review of the third party lessees terms and conditions beforehand? I dont not understand how a third party leasing arrangement can be executed without at the very least an acceptance of the third party leasing companies terms/conditions in coordination with this bid. 
Answer : We acknowledge that the awarded vendors may use a third party leasing company. The Bid Award and Purchase orders shall serve as the authorization to activate a lease agreements between the awarded vendor and the leasing company. It will be the responsibility of the awarded vendor to make the arraignment with the leasing company to accept the PO. We will enter into an agreement with the awarded vendor based on the terms and conditions of the bid, by providing the awarded vendor a purchase order.

Question : A. Will the School Board of Miami-Dade County pay the Property Taxes on leased equipment? B. Can we confirm that outside of non-appropriation of funds being excercized the leases are non-cancellable (Section 12-E)? C. Also can we get something to the effect via email or letter that any federal funds used are for equipment purchase only? D.Finally can we get payment term information such as net 30 days confirmed. 
Answer : A. School Board is a Florida Non Profit, tax exemptions will apply to the School Board. Goto http://procurement.dadeschools.net/PDF/tax_id.pdffor more information B. All terms and conditions of the bid shall apply and be adhered to. Non-performance may also cause a lease to be cancelled. C. Federal funds may be used to lease copiers if the program permits it. D. Our terms are net 45 days.
