| Question |

1. On page 2, Custodial Floor Care products additional specs it states the environmental stripper must remove 5 coats of finish at the recommended dilution for normal build up using no more than 4 passes.
How will the test be conducted to ensure the tested can effectively remove floor finish?
Will there be a grading system on performance or a go - no go?
Will all the floor finishes and strippers be tested?
This is important based on some of the low dilutions published, and the decision criteria is being based on the end cost. If it takes more than one stripping application will the additional product and time be added to bidder price?
2. During stripper evaluation will there be any weight given toward comparative performance, odor, ease of use, etc.
3. Under the stripper composition specifications it states product will not have ammonia for the
obvious safety concerns. Is it OK to have ammonia in the floor finish?
4. Under Materials and Workmanship it states a requirement for a notarized statement Form B,
Certification Package. Where can I find this? Is this required if product is already FSPMA
approved.
5. With the floor finish specification being a 21percent solids and non-burnishing, how will you evaluate durability which is what the district is really asking for. All finishes look great in the beginning.
6. Is yellowing of finish going to be given any value. Non-yellowing will generally cause premature strip outs.

Answer to question 1 Please, refer to sections 2 and 3 of the Custodial Floor Care Products Bid 110-JJ02 Additional Specifications and Requirements in the bid text. Those sections contain clear and detailed information regarding the field test to be conducted by the M-DCPS Plant Operations Department.
Representatives of the vendor/manufacturer will be notified and given the opportunity to be present at the time the field test is being conducted on their product samples as submitted to make sure that manufacturers recommendations are followed.
. The test will be conducted as specified in the bid using a low speed floor machine at the manufacturers suggested dilution ratio as stated on the label for general stripping. The product must perform as required with a single application to be considered for award. The stripper may be tested with the same floor finish as submitted by the bidder and listed on the bid proposal form or with any other F.S.P.M.A. approved floor finish meeting the specifications as described in this bid. The number of different products tested from different vendors/manufacturers will be determined after bid opening depending on the number of responses and pricing received.
Answer to question 2. Any FSPMA-certified evaluated product(s) which meets M-DCPS minimum field performance requirements will be considered in compliance. Lowest bidder found in compliance will be awarded.
All strippers certified under the FSPMA Environmentally-Friendly PBCC-29 meet or exceed Green Seal and/or Ecologo applicable standards and the VOC percent at the most concentrated dilution shall be no more than 7 percent.
Answer to question 3 - Ammonia is not usually part of a traditional floor finish formulation. No specific reference to this substance as a prohibited ingredient is included on FSPMA or M-DCPS specs.
On the other hand, traditional strippers might contain some ammonia and that is why we specifically listed it as a prohibited component for the green floor finish remover in the FSPMA spec.
Answer to question 4 - This is not required at this point because only FSPMA-certified products can be considered for award. Vendors already submitted Form B as part of the FSPMA certification process.
Answer to 5 and 6 - Durability and yellowing will not be tested prior to award of contract, however, it may be a factor when the District considers extending the contract after the initial bid period. The M-DCPS Custodial Standards Committee deals with field performance failure problems associated with awarded custodial supplies and tools when necessary. Additionally, should any product fail to meet our needs,, the District has the option of terminating this contract with thirty (30) days notice as stated in the Instructions to Bidders, Section VI-D, Termination for Convenience.
