Question : In reference to number (3) on the Specifications and Requirements section, what is the definition of Portable, tamper-proof dilution/proportioning systems which provide at least two dilution ratio options? There are many degrees of tamper-proof (completely lockable, no spill, etc.) and I just want to ensure we have the equipment that meets the requirements. 
Answer : The District is looking for a portable portion control system that will not allow the custodian to use more than the required amount of product as defined by the manufacturers dilution instructions without some overt action such as cutting or defacing the container.

Question : Regarding bid 097-JJ02, will the 2100 dispensers required on the bid be ordered at the beginning of the contract period or over the three year term as needed? How many dispensers are required to start up the 350 schools?  
Answer : The portable dispensers will be needed as schools and locations start ordering the product. All custodians will need to have access to a dilution system when the product is delivered to a school, but it may take some time to get product in use in all locations

Question : Will the 32 oz bottles need to be pre-labeled or can the labels be shipped in a separate box for the end user to apply? If you require pre-labeled, how many do you want labeled as light duty and how many labeled as heavy duty? On the 32 oz bottles, do the triggers need to be attached to the bottle or can they be in a separate carton for the end user to attach?  
Answer : All spray bottles must be labeled and pre -assembled. There should be a single label with the same information as the master chemical container/bottle and should have the dilution instructions for both heavy duty and light duty cleaning.

Question : 1. Term: The bid says that pricing is to be firm for 3 years. Is this correct because as you can imagine, it is tough to forecast and preject material and ingredient costs for 3 years ? 2. Spray Bottles: How will these quatities be controlled because the bid requires "additional spray bottles to be supplied at no charge upon request" meaning that there is an unlimmited supply of bottles ? 3. Packaging: The RTD (ready to dispense) product which we are proposing and which was presented comes in 2x1.5 liters per case or 1x 5 liter per case with the portable, tamper proof dispensing system, all moulded into the package. Will this meet the bid requirement of 4 x 1 gal or 6 x 0.5 - 1.0 gal per case ?  
Answer : 1. Prices must remain firm for three years 2. Vendor is required to supply all ancillary materials at no charge during the term of the bid including labeled fully assembled spray bottles. 3. Products will be evaluated for acceptance after bid opening based on specifications as stated in the bid documents. Vendors may submit more than one product proposal for evaluation.

Question : Our product meets the basic Green Seal and FSPMA critera however, the tamper-proof packaging we have for our proportioning system is just over a gallon. It is 1.32 gallons or 5 Liters. Is this OK?

Question : I understand 2100 dispensers is an estimate, however you responded in a previous question that all custodians will need to have access to a dilution system . 1. Is the dispensers only for schools or also for all district buildings that are cleaned by the district custodial staff? 2 . Is the 350 amount schools or total buildings? 3. How many schools are there today and projected thru 2012? 4. How many total buildings including schools today? 5. How many total custodians on hand or projected for August 2009?  
Answer : 1. The dispensers may be used in schools as well as district offices 2. The total number of sites including schools where product is expected to be used is approximately 350. 3. Information regarding future expansion can be found on the Facilities website at http://facilities.dadeschools.net/# under the five year capital plan 4. See #2. 5. The total number of custodians for 2009/2010 is 2450

Question : After award of the bid, when would the first order (including the 2100 dispensers) be required to be sent? Thank you.  
Answer : Please note that per Special Condition 15, the deadline for submitting questions has expired. However, there is no timeframe for delivery of products. This product is replacing several other products so it will be phased in to the schools as their supplies of the old products run out. There will not be one massive delivery of product and dispensers after the bid is awarded. This will also allow the vendors some time to start supplying required training to schools as stated in the bid.

Question : I wanted to follow up on the recent opening of the Bid 097-JJ02 Hydrogen Peroxide cleaning chemical. Because the bid specifies that the product has to be submitted to FSPMA for testing and approval with in 7 days of the bid opening. We need to know which products need to be submitted, so I was needing to know when the result tabulation be available, so that the process can be completed to meet bid specs.  
Answer : The bid is still under The Cone of Silence and cannot be discussed. It may be some time before the tab sheet evaluations are completed. This contract may be awarded at the September or October Board meeting. The Cone of Silence is lifted approximately 10 days before the Board meeting when the Notice of Intended Action is posted on our web site. Copies of the bid submittals from all vendors may be viewed at the Procurement office in room 352 of the School Board Administration building. Only the chemical products themselves need to be submitted for testing for approval within 7 days. Product that has been previously approved by the FSPMA does not have to be resubmitted. All dispensers and ancillary material samples do not need to be submitted at this time. A request for such materials will be issued at a future dated if required.
