Bid Title : School Beverage Vending

Subject : Question regarding opening date and other items
Question : Hello, I am writing in regards to Bid number 073-JJ03, School Beverage Vending. I know that the question period ended on March 13th, but some of the information provided is not making a lot of sense to me. In response to Question 1 of the Questions and Answers portion of this bid, the answer states that the approximate sales for all 26 Senior High Schools for the past six months is $116,113, and that the commission paid is 40 percent of that which is $46,443 In the Question & Answer Packet the answer to question 44 states that bidders should reference bid 081-DD03. I have looked at this bid from 2004, focusing on the beverage portion of the bid as that is what pertains most to the current bid. The beverage portion in separated into Carbonated and Non-Carbonated beverages. The revenue received and commission paid for non-carbonated beverages alone from this 2004 contract is almost 10X the stated revenue and commission in response to Question 1 in the Questions & Answers portion of this current bid (073-JJ03). This does not take into account any sales that may have shifted from carbonated to non-carbonated beverages once carbon ated beverages were removed from general access areas. Such a huge discrepancy makes it nearly impossible for me to provide an accurate bid to meet MDCPS needs. To be able to provide the best bid for MDCPS and its faculty and students, I am requesting a clarification regarding Question 1 of the Question and Answers section of bid 073-JJ03. Furthermore, I am requesting a one-week extension on submitting this bid to from March 31, 2009 to April 7, 2009 so as to best be able to integrate this information into the best bid possible for MDCPS.
Answer : Your request for information has been received after the deadline stated in the special conditions and after the pre-bid conference. You can request the information you are asking from our Citizen Information Center, whose information is listed below: Citizen Information Center http://cic.dadeschools.net/ SBAB 158 Phone: 305-995-1128 Fax: 305-995-1151 Please remember that each bid is a unique solicitation and what was on a previous bid may or may not be on a future solicitation due to changes in district policy, business cycles, or any number of variable factors. Please remember that the district provided the information requested in Question 1 and posted this information on the procurement website in the appropriate location. Regarding your response to using the information listed in the previous bid, as referenced in question #44- Since the 081-DD03 Bid was issued in 2004, there have been changes in the districts wellness policy and healthy food and beverage guidelines for students. This information is listed on the Miami-Dade County Public Schools, M-DCPS Department of Food and Nutrition website: http://nutrition.dadeschools.net With the changes mentioned above since the awarding of the 081-DD03 Bid, carbonated beverage machines have been eliminated from student access areas and there have been changes also in the selection of items available in the non-carbonated beverage machines. Therefore, the revenue amount listed in answer 1 is different from the original estimated award amount listed in Bid 081-DD03. Also, the amount of machines listed in the Format B Excel Spreadsheet is also different from that of the 081-DD03 bid issued in 2004. Finally, please monitor the procurement website regarding changes to the bid opening date and remember that all bid submissions must be received by the bid opening date at 2:00 EDT at our offices at 1450 NE 2nd Avenue, Suite 351, Miami, Florida 33132 and that fax or e-mail submissions CAN NOT be accepted. We appreciate your interest about our current bid solicitations and thank you for comments.
