Question : We have downloaded the bid proposal and there seems to be an omission in the “Bid Proposal Form (Format B)”. It appears that the chart for GROUP III which begins at the bottom of “page 2” has not been included. I see categories with listed security levels and hours for the other four groups but not for Group III.
Answer : We have re-loaded the adobe form and all information should be there.

Question : Please refer to personnel selection criteria, section 7.2a, sub-item #1 & 2, section 7.2b, sub-item #1 & 2. (page 10). It is understandable that officers in both category A and B are to meet all the requirements listed, but can you clearify sub-items 1 and 2, of each guard levels. Are the officers expected to have both sub-item 1 and 2 combined under each category i.e. Level A and Level B? Or they are only required to have either of sub-items 1 and 2 with the rest of the items 3, 4, and 5.

Subject : Response to Questions
Question : 1. Can Nextel Radio/Telephones be used as radios? 2. Are any groups or items set aside for a minority company? 3. In your bid package (pg SC1 # 5) Minimum Eligibility Criteria, you stipulate the company at the time of bidding has to have at least 300 hours per week of Armed Security Level A & B and must maintain for two years prior to submitting bid. This requirement is verifying the fact that the company has experience to perform and provide all three levels Armed & Unarmed Security Services. Feick Corporation has been in business since 1958 and used the name Feick Security for its guard service division. In 1988 we sold our guard hours to a local company and Gary Feick moved with Feick Security to run this new company. During his tenure Gary Feick and Feick Security bid and was awarded a three level security sector contract for Miami-Dade County. This last award was in excess of 5,000 hours per week, which he ran for 9 years, until Gary Feick and his current operational staff returned back to The Feick Corporation in May 2003 and the corporation brought back the name Feick Security. This experience well exceeds the qualifications to handle a contract such as yours. If the company does not have the required 300 hours presently can the experience of the staff and company meet the experience minimum criteria requested on page SC1 # 5?
Answer : 1. Would have to be approved by MDCPS Transportation Department. 2. No, previous contracts have been open and resulted in minority vendors being awarded. 3. No, the company must meet the qualification. This is designed to ensure the company is stable.

Question : Your answer to question six of 4/30/04 was, “Yes. They can qualify by level.” How does a company qualify at all if the company cannot show the minimum 300 armed hours for the period of two years prior to submission of bid as stated in the Special Conditions section of the bid proposal?
