Question : CIPA: Does this need to be network based or can it be in the form of a software client? 
Answer : CIPA is not part of the BTOP grant; however, it is included as optional line item in the breakout Group IV, Item 12 (See Addendum 1): Broadband Providers can provide Content Filtering by Internet Censorship, or applied by a software program on personal computer. Hardware Providers provide Content Filtering by Content Control Software - Applied by a software program on personal computer. In the advent a parent so chooses content filtering the cost will be borne by the participant . If this becomes E-Ratable content filtering will become mandatory the cost will be borne by E-Rate

Question : 1. Since the lottery winning families have the capability of opting in, is the number of 3000 units an actual or projected number of units being requested? 2. MDCPS has contract vehicles in place with various vendors that this request will run concurrently, is it the districts intention to not leverage this RFP and subsequent reward outside of the initial request and funding parameters? 3. Since the specifications that are being requested are considered to be discontinued technology, would it be fair for a response to include technology that is capable of providing the user with the capability of using the listed software applications and not necessarily follow the naming convention of x86 or greater? 4. It appears that the district already participates in this program via Elevate Miami under the Rites of Passage program. Can you please elaborate on how that program currently works for the district and what the envisioned differences will be between this program and Rites of Passage? 5. Under the Elevate Miami program, the participants are receiving a Pentium Class machine with Open Office loaded onto the device. Would this version of Office be considered sufficient in the response to the district? 6. In the Special Conditions document, section 1. sub-section 1.3 it is stated that this bid will be offered to all other subscriber/families participating in the Free/Reduced Lunch program. Is it the districts intent to receive responses that provide all subscriber/families within the district that do not receive a Grant Funded unit the capability to purchase their own units from the responding vendors?  
Answer : 1. Minimum projected number but not a minimum 2. Correct 3. The specifications are a minimum requirement 4. How the district will use this is only to the extent and intent of the bid 5. If it meets the minimum requirements 6. Yes

Question : 1) In the event the broadband grant pricing offered by a vendor exceeds $15/month/user account, will the vendor be disqualified? 2) What would happen if all vendors pricing exceeds the $15 amount?  
Answer : 1. Cannot exceed the $15 threshold outlined and covered by the grant for the 10,000 accounts that qualify in year 1 & 2; Otherwise the vendor will not be considered. A second option can be offered for those accounts not covered by the grant whose cost is the responsibility of the Parents and Students. 2. We would need to re-bid.

Question : We do not have any network filtering in place. However, our security suite which we provide free of charge to all broadband data customers does include a content filtering capability. It is off by default, so a parent would have to choose to a) download it and b) turn on the content filtering. Will this meet the requirements of CIPA as stated in the response?  
Answer : No, has to be loaded prior too.

Question : In preparing their bid, is doing so under the assumption that free and reduced lunch program approved participants would not be customers of any Broadband Provider. This assumption based on the premise that this program was developed and the grant provided for those that cannot afford and do not have broadband service. Said another way, the approved M-D Schools student participant wouldnt currently be a retail subscriber of any broadband services.  
Answer : There is a survey form that all potential participants for the initial 3000 selected families need to fill out prior, which asks if they currently have Internet service. This does not mean that someone couldnt slip through the cracks and end up in the grant portion of the program. However, the bid does not care if the family currently has Internet service.
