(1)

Bid Number : 050-EE07  Opening Date : 3/3/2005
Bid Title : TRANSMISSION, FACTORY REBUILT
Buyer : Lalo Arrien
Subject : The following questions were received from Pitts Engine & Transmission, Inc.:
Question : Q1. Please clarify as to how the core charge applies to the rebuilt transmission.

Q2. If we are given a transmission to rebuild and upon disassembly it has failed major castings that are not rebuildable (sic) such as main case housings, shafts, hubs, and planetaries.

Q3. If the bidders quoted rebuilt transmission price is fixed under all circumstances; the price quoted must be higher to absorb the substantial additional costs when a catastrophic transmission failure occurs.

Answer : A1. If at the time of removal and exchange it is found that the existing core is cracked or damaged, the core charge will be applicable to the exchange. The core charge is also applicable if a core is not submitted.

A2. This bid is not for repairs to transmissions; it is for exchange of transmission and the question is not applicable to this bid.

A3. Again, this is a transmission exchange bid and not repairs to transmissions. Pricing must be fixed and firm for the term of the contract. We cannot tell the private enterprise how to price and/or conduct their business.
