Question : I opened the bid online and can not send it back to you using the internet. I would like to bid on three items that we have provided you in the past. Please call me. 
Answer : With this one e-mail received, there are four points of information that need to be addressed which will answer the above: 1) If you are trying to bid on the items listed in this bid, then you need to follow the procedures on the bid. M-DCPS does not accept bids electronically at this time. It is encouraged to submit an electronic copy of the bid (CD-ROM, Floppy Disk, Jump Drive, etc.) with a PRINTED copy of all bid documents to help in the evaluation. However, the printed copy of the bid shall be used as the document for the evaluation process. 2) Please read all bid documents, as each bid is different in its bidding requirements. This bid requires that the bidder bid on ALL items in order to be considered for award. 3) M-DCPS has a “Cone of Silence” rule in effect, which is listed in the bid documents. This means that on the 047-GG03 bid listed, all questions must be submitted in writing as a SEPARATE document and all responses will be posted at http://procurement.dadeschools.net/bidsol/asp/ENACT.asp This link also has information on the “Cone of Silence” Staff can not discuss this bid while the bid is “on the street” and once it is opened, under evaluation. Information regarding the “Notice of Intended Action” to award this bid can be found approximately 7-10 days before presentation at the School Board Meeting during the month the bid is intended to be awarded. This information is posted on the Procurement Management Website at the following internet address: http://procurement.dadeschools.net/bidsol/asp/ACTION.asp When this information is posted, then the “cone of silence” policy is no longer in effect. 4) The “cone of silence” ruling does not apply when dealing with the district on normal business operations or transactions in supplying the everyday needs of M-DCPS. Therefore if you are supplying M-DCPS with goods or services currently, communications regarding those items are allowed as normal. However, staff is instructed to refer vendors to the “cone” rule should vendors start to discuss anything about any bids that are open or under evaluation.

Question : I have been trying to open the bid solicitation on the website with no success. Would it be possible for you to forward a copy to me? 
Answer : The link to the Procurement Management Services website is at the following address: http://procurement.dadeschools.net/bidsol/asp/ENACT.asp WHEN ONE CLICKS ON THE BID NUMBER “047-GG03” THE DOWNLOAD IS A ZIP FILE containing one (1) Adobe document and two (2) Excel Spreadsheets. If your computer is unable to open the file, an evaluation version of the WinZip program is available at http://winzip.com/ A copy of the bid can be picked up at the Procurement Management Services Office at the SBAB Building, Room 351. Another option is that a copy can be mailed to you upon request; however it is sent regular U.S. Mail. Should you want a copy sent via Next Day or Express Mail, you need to make arrangements with a delivery service that can pick up the bid solicitation from Procurement Management Services.
