Question : Pg. 6 of the RFP notes that the Award Recommendation is 1/18/06, while pg. 2 notes that data collection is to be completed by 1/31/06. This language strictly infers that we would have 13 days for consulation with Miami-Dade Co. representatives, development of the questionnaire, translation, implementation and data collection. Are we interpreting the RFP correctly (13 days from award to data collection completed)? This 13 day requirement contradicts, to some extent, the language in Section VI.E on pg. 3 which asks for offerors to propose a "...time schedule to include estimated research development time and the time required to fully execute, the public opinion assessment." Should we set a 13 day time schedule or should we provide a time schedule as requested in Section VI.E?  
Answer : Data Collection should be completed by January 31, 2006.

Question : Please confirm the sample size (language on pg. 2 of the RFP). We read this to mean a sample of 500, plus an additional 100 interviews with parents of school-age children and 100 interviews with Haitian residents, for a total of 700 interviews. Alternatively, one could read the language in the RFP to mean a total of 500 interviews (with each of the two oversamples included as part of the 500 interviews). Please confirm 700 or 500 total interviews.

Subject : Lanuage of Choice 
Question : Can the 100 oversample interviews with Haitians be conducted in either Creole or English (if the respondent is able to speak conversational English) or must all 100 of these interviews be conducted in Creole?  
Answer : The interviews of the Haitian-Creole subjects should be in the language of their preference. The interviewer must be able to ascertain that preference both in English and Haitian-Creole.
