Question : If within the OEM, Compatible or Remanufactured bid, if I don t price the Dell cartridges, will I be disqualified? 
Answer : AWARD: The bid will be awarded to three (3) responsive and responsible vendors, for each group (Primary, First Alternate, Second Alternate), offering the lowest total discounted prices on the items listed per Group for OEM, Compatible and Remanufactured Toners. A maximum of 3 vendors per Group will be awarded. Submissions will be evaluated and ranked from low to high per Group using a weighted factor based on the districts previous usage. The top three, offering the lowest total discounted prices, meeting all requirements per Group, will be awarded. Per Group: There are eight groups for OEM and Compatible and six for Remanufactured.

Question : 1.What is the districts preference regarding 3 ring binders holding the bid in place? Or do you prefer simply using binder clips to hold the bid together? 2.The quantity for OEM, Compatible and Reman are all the same. Is it same to assume that the quantity listed is based on the total of all 3 categories? 3.Where are the addendums located on your website?

Answer : 1.We have multiple primary vendors for different groups. 2.$1000-$15,000, weve tentatively budgeted $7 million to cover the District from the start of this bid until December 31, 2010. 3.No bid. 4.Copy of the STMC certification

Question : Rules said we must be all items in group. Can we put NA if there is no reman. Available.  
Answer : Yes, if according to your records the remanufactured toner is no- longer available and other vendors indicate the same.

Question : 1.) What should be done if there are items that need to be added to the list? For example, cartridges for printers on the IT Hardware contract? The excel spreadsheet does not allow for additional lines to be added. 2.) According to item number 13, "Compatible toner cartridges shall mean 100% brand new, but generic or aftermarket." What assurances will MDCPS require that the cartridge has 100% all new components (i.e. cartridge shell)? 3.) According to independent research conducted, many remanufactured or compatible cartridges can cause printer fuser problems that resulted in premature fuser maintenance kit replacement as well as toner yields less than what is promised. What proactive means does MDCPS have in place to ensure that the winning remanufactured and compatible cartridges do not cause such malfunctions? 4.) What is the escalation process for toners that malfunction and/ or do not meet the yields advertised? How will this plan be communicated to the schools and remote sites?  
Answer : Question 1: An addendum regarding new items has been posted. Question 2: ?? None, but if the district determines that this has become an issue it will evaluate the winning vendor for cause. Question 3: ?? None, but if the district determines that this has become an issue it will evaluate the winning vendor for cause. Question 4: ?? Malfunctioning cartridges is one thing and not meeting the yields is another. Locations with Malfunctioning cartridges will be instructed to notify Procurement if they encounter this problem. Meeting the yields is subjective without 3rd party testing, I dont think locations are going to pay to have a cartridge tested to verify yields.
