With respect to the above-referenced bid, item 1.4, can a prime use as one or more of its three references verifying a proposers experience with installing telecommunications and writing systems using copper and fiber optic cable, a reference of the subcontracting firm?
With respect to item 1.6, can the manufacturer agreement be between the manufacturer and the subcontractor or must it be between the manufacturer and the prime contractor (proposer)?
Item 2.6.2 makes reference to the local service facility. Must this facility be owned/managed by the prime contractor or can it be managed by the subcontractor?

1.You can use a subcontractor as a reference for your company; however, you cannot have another entity as a reference for the subcontractor. The references must be for your company.
2.The manufacturer agreement is with the manufacturer and the prime contractor/proposer.
3.Facility does not need to be owned by the prime contractor, as long as there is adequate supply of spare parts.
